WhatsApp users are required to enter their date of birth in some states

We're in an age where your personal information is being swiped by virtually every online service. However, the fact that WhatsApp needs to know your date of birth is not a move to collect more data. WABetaInfo found code in the version 2.24.12.25 for Android, indicating the requirement. As we can see in the screenshot, if you are in a state that requires age, you will see a popup appear when you sign up.
