Wireless carriers would be required to unlock all mobile phones within 60 days of activation under a proposal unveiled Thursday by the Federal Communications Commission.

The new rule would allow cellphone owners to more easily switch to another service provider, as long as their devices are compatible with the new carrier's wireless network, the regulator said.
